THE SPEAKER

Dato’ William S W Davidson took his LLB (Hons) from Queen’s University, Belfast in 1956 and was
called to the English Bar at Gray’s Inn, London in 1957. He began his legal career in London before
serving as Crown Counsel and legal draughtsman in the Attorney General’s Chambers, Hong Kong
from 1960 to 1963.

He came to Malaysia and began practice in 1964 and was senior partner of the Ipoh office of Lewis
& Co prior to the firm’s merger with Azman & Co in 1981 to form Azman Davidson & Co, with offices
in Ipoh and Kuala Lumpur . Dato’ Davidson headed the Kuala Lumpur office. He currently remains a
consultant to the firm.

From 1986 to 2000, he was a member of the Brunei Bar and a partner in the firm of Abrahams, Davidson & Co in Brunei. During that period, he appeared in several major cases in the Brunei High Court, Court of Appeal and twice before the Privy Council.

His areas of expertise and fields of practice cover the oil and gas industry, construction law, commercial litigation, taxation, joint ventures, professional indemnity, arbitration and insurance. He was actively involved in drafting the Bar Council’s draft for the Malaysian Arbitration Act, 2005.

He is married to Datin Sharifah Azaliah Syed Omar Shahabudin. They have four children.

Para pemain muda Perak mencatat sejarah tersendiri apabila berjaya mempertahankan rekod tanpa kalah dalam 13 perlawanan di laman sendiri pada saingan Liga Piala Presiden di Stadium Perak, Ipoh semalam.

Perak yang bermain dengan semangat berkobar-kobar telah membelasah NS Betaria 5 – 0.

Jurulatih, Abu Bakar Fadzim bersyukur kerana Perak berjaya menamatkan 13 perlawanan di tempat sendiri dengan rekod tanpa kalah.

“Bukan senang untuk melakukan catatan tersebut tetapi semangat juang yang tinggi dan kental dalam diri para pemain membuatkan mereka mampu melakukannya,” kata Abu Bakar.

Beliau menyifatkan kejayaan anak buahnya menyumbat lima gol dalam perlawanan tersebut merupakan jaringan terbanyak sepanjang 25 perlawanan lalu.

Perak akan menutup saingan Liga Piala Presiden dengan berdepan PKNS di Kuala Lumpur pada 24 Mei akan datang.

Dalam saingan di Ipoh, Perak memperolehi gol pertama melalui jaringan Nurridzuan Abu Hassan pada minit ke-45.

Selepas itu, Khairul Asyraf Shaizah menjaringkan dua gol pada minit ke-50 dan 65; diikuti oleh Muhammad Ridzuan Azly Husam minit ke-80.

Pesta gol Perak diakhiri dengan jaringan Divinesh Kumar pada minit ke-90.

Kemenangan besar itu membolehkan Perak naik ke tangga kedua liga dengan mengumpul 55 mata dan mempunyai kelebihan 26 jaringan gol.

Walaupun NS Betaria mempunyai jumlah mata yang sama dengan Perak tetapi kelebihan jaringan golnya hanya 25 sahaja.

Namun begitu, perlawanan kedua-dua pasukan agak tegang pada minit ke-70 menyebabkan pengadil melayangkan dua kad merah kepada pemain NS Betaria, Mohd Zaidee dan Muhammad Adli.

Penyerang utama Perak, Kenny Pallraj turut menerima kad merah dalam insiden berkenaan.

“Saya terpaksa menyusun semula strategi jentera serangan dengan ketiadaan Kenny yang akan diketepikan dalam perlawanan terakhir pada 24 Mei dan aksi suku akhir pertama dalam bulan Jun nanti,” jelas Abu Bakar.

Jurulatih itu masih memiliki beberapa penyerang berwibawa seperti Norhakim Mohd Isa, Khairul Asyraf Shaizah dan Kamarul Hesam Mohd Kadri bagi mengisi kekosongan Kenny.

Kerajaan akan menimbang untuk menaikan pangkat kira-kira seramai 24,053 guru apabila mereka memenuhi syarat tempoh perkhidmatan mulai 1 Jun 2012 sehingga 31 Disember 2012.

Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin ketika membuat pengumuman itu berkata, dari jumlah tersebut seramai 8,222 adalah gurusiswazah dan 15,831 guru Diploma dan kenaikan pangkat ini membabitkan peruntukan besar sebanyak RM934 juta.

Katanya, guru-guru boleh membuat semakan dilaman web Kementerian Pelajaran mulai hari ini.

Katanya, langkah yang diambil ini membuktikan kesungguhan kerajaan memberi pengiktirafan kepada usaha para guru dalam membentuk modal insan yang berpersonaliti unggul.

“Saya berharap agar peluang kenaikan pangkat ini akan memberi semangat dan dorongan kepada semua guru untuk meningkatkan prestasi,’’ katanya ketika merasmikan Pelancaran Perayaan Hari Guru Kali Ke-41 Peringkat Kebangsaan di Dewan Jubli Perak, Kuala Kangsar.

Hadir sama Menteri Besar Perak, Datuk Seri Dr Zambry Abd Kadir, Timbalan Menteri Pelajaran 1, Datuk Ir. Dr. Wee Ka Siong dan Ketua PengarahPelajaran Malaysia, Datuk Sri Abdul Ghafar Mahmud.

Beliau berkata, selaras dengan komitmen kerajaan untuk meningkatkan kecemerlangan pendidikan dan memartabatkan profesion keguruan, proses kenaikkan pangkat Pengetua dari gred DG48 ke DG52 dan Penolong Kanan dari DG44 ke DG48 telah dilaksanakan oleh Kementerian.

Katanya, setakat ini seramai 854 orang Pengetua telah dinaikan pangkat dari DG48 ke DG52 dan 4,270 orang Penolong Kanan telah dinaikkan pangkat dari DG44 ke DG48.

“Kenaikkan pangkat ini melibatkan Pengetua dan Penolong Kanan yang merupakan penyandang sedia ada sebelum atau 31 Disember 2010 dan tarikh kuatkuasa kenaikan pangkat ini adalah I Januari 2012,’’ katanya.

Teachers across the country yesterday celebrated World Teachers’ Day 2012 which was themed ‘Innovative Teachers Accelerate Education Transformation’.

Some 4,000 teachers from all over the country country attended an appreciation dinner at the Chief Minister’s official residence in Ipoh.

In his opening address, Perak Chief Minister Datuk Seri Dr Zambry Abdul Kadir shared his personal story on how much the teacher’s had played a vital role in his life.

“A teacher can be described as above and beyond,” said Dr Zambry.

“When kids finish a year in class with a teacher, they’re better readers and writers than when they started. But even more than that, they know how important they are. And they understand how bright their futures can be. And they know that if they work at it, there’s no limit to what they can achieve,” he said.

“As a fisherman’s son, I did not live a wealthy life, I never thought I can make it to the university or further my studies overseas, but I made it because of my teachers,” he added in his speech at the event which was also attended by the 1st and 2nd Deputy Education Ministers, Datuk Dr. Wee Ka Siong and Dr. Mohd Puad Zarkashi, the State Executive Councillors, and also Directors of Perak’s Education Department.

The Chief Minister also launched 15 books composed by 14 teachers who presented copies to him as a token of appreciation to the state government.

The event also included the inaugural Innovative Teachers award presentation ceremony which saw 20 teachers awarded for their creative ideas in designing educational support materials and aids to enhance the current education system.

Abdul Karim Ahmad, a teacher from Sekolah Modal Khas in Baling, Kedah was awarded for coming up with an Imaging microscope system.

“This new method will allow the whole class to view a specimen, which is zoomed in using a projector through just one microscope,’ said Karim.

“This way helps to save money and also helps students understand the lessons better as they get to participate in the lesson in a group and not individually like the traditional method,” he added.

Mohd Solleh Halim Mohd Sokhi was awarded under the pre-school category for his ‘Smart Kiosk’ system which is entirely made of recycled items.

He told Peraknews that the kiosk helps to generate interest among the pre- school kids.
“It’s a cute little box, where the pre-school kids can carry around wherever they go, and most of all use it whenever they feel like it,” said the proud teacher of SK Parit Senong, Kuala Selangor.

Two best friends, Khairuddin Nisa and Abdul Razak Haron from SMK Khir Johari Sg Sumun, Behrang, were awarded as the overall champions of the Secondary schools category.

Both teachers came up with an innovative online web portal on Geography studies, called geoandyou.com.

“It’s a very interactive website for students, it has eight chapters, short notes, tutorials and also games,’ said Khairuddin.
Abdul Razak said designing the website started in 2008 and the product was only launched in 2010.

Perak Police chief Datuk Mohd Shukri Dahalan said today a 43-year-old night market trader from Tambun and a 52-year-old plumber from Klebang were picked up at their homes last Saturday.

They have been handed over to Bukit Aman police headquarters for further investigation, he said.

“We have identified only two individuals from Perak who were involved in the Bersih 3.0 gathering,” he said after attending a police monthly gathering, here.

On another matter, Mohd Shukri said police arrested a motorcyclist for having a pistol at a petrol station in Jalan Ipoh-Lumut near Manjung last
Friday.

The 34-year-old man was stopped by police patrolmen at 1 am for behaving suspiciously, but he tried to flee and was caught after a 5-km chase, he said.

He said police found a pistol, eight bullets and four mobile phones in a sling bag.

The man, a night market trader, was remanded for a week for further investigation.

In another incident, police held six men aged between 20 and 35 years for being involved in the assault of a patient at a private hospital here on May 8, and have remanded them for a week for investigation.

Shukri said all the men were held on Thursday in the new town area here.

Police investigation revealed that the patient was injured in a quarrel at an entertainment centre here. He had jumped over the balcony to escape the

Not everyone is lucky enough to have a VIP visitor during a hospital stay but a technician from Task in Ipoh was rather overwhelmed when the head of state and wife visited his daughter this morning at the Pediatric Ward of Hospital Besar Permaisuri Bainun.

Lau Thim Kam, 42, described how touched he was when Perak Chief Mnister Datuk Seri Dr Zambry Abd Kadir and his wife, Datin Seri Saripah Zulkipli visited his daughter Lau Zi Hui, 12, who is receiving inpatient treatment at the ward.

The special couple made the surprise visit at 9am and took time to inquire on the wellbeing of the girl after which they also toured the Pediatric Ward at the 6th floor of the hospital.

“I am so pleased as I never expected to see Dr Zambry and his wife here to visit my Zi Hui who is suffering from `spinal muscular atrophy (SMA) type 2,’’ he told reporters who accompanied the Chief Minister during the visit.

According to Lau, Zi Hui who is a Year 6 pupil of SRJK (C) Dermawan Tasik in Ipoh was born a normal child but when she reached the age of one, she caught the disease.

“I have spent many thousand ringgit looking for a cure for Zi Hui at a private hospital in Singapore before deciding to just continue treatment at Hospital Permaisuri Bainun,’’ he said.

He described Zi Hui as a brilliant student who is forced to go about at school in a wheelchair, but he had to finally stop her from school as the possibility of her catching pneumonia in public is very high.

“Zi Hui’s wish is to get a motorised wheelchair so that she can move about more freely at home, “he added.

Zi Hui when asked by reporters on how she was feeling said that she is so happy to be visited by both Dr Zambry and Saripah.

Dr Zambry who spoke to reporters after the visit said he is thankful to the Impian Kanak-Kanak Malaysia association for the efforts they are making to help Zi Hui get the wheelchair she is dreaming for.

Kerajaan negeri kini dalam peringkat akhir meluluskan permohonan pelaburan asing bagi membina litar lumba Formula 2 yang merupakan satu lagi projek mega di negeri ini tidak lama lagi.

Menteri Besar, Datuk Seri Dr Zambry Abd Kadir berkata kerajaan negeri sudahpun memberi persetujuan bagi membolehkan pelaburan bernilai jutaan ringgit dari syarikat Singapura itu dilaksanakan.

Katanya selain litar lumba, projek itu akan menyaksikan pembangunan sebuah bandar autocity yang akan menempatkan pusat pameran dan jual beli kereta serta aktiviti ekonomi berteraskan kenderaan seperti perkhidmatan servis dan penjualan alat ganti kereta.

Cadangan pembangunan projek itu juga melibatkan sebuah taman tema, katanya.

“Kita sudahpun mengenalpasti tapak bagi lokasi projek ini yang mana ianya berdekatan dengan bandar raya Ipoh. Ianya melibatkan keluasan 240 hektar.

“Kita akan buat pengumuman mengenainya sedikit masa lagi,” katanya kepada pemberita selepas wawancara Selamat Pagi Perak bersama Dr Zambry bertajuk ‘Pelaburan – Cabaran dan Prospek’ yang disiarkan secara lansung oleh Perakfm, hari ini.

Menurut Dr Zambry lagi pelaburan mega dari Singapura itu merupakan satu lagi kejayaan kerajaan negeri menarik pelabur asing dalam menjadikan Perak destinasi pilihan pelaburan.

Katanya Perak telah mencatat lonjakkan tinggi daripada segi pelaburan sejak tiga tahun kebelakangan ini dengan beberapa projek mega yang akan dilaksanakan.

Selain pelaburan oleh syarikat Singapura itu, satu lagi projek mega yang bakal dibangunkan adalah pembinaan kilang pembuatan lokomotif dari China di Batu Gajah.

Ketika ini, projek terbesar Perak merupakan pembinaan pusat pengagihan bijih besi oleh syarikat Vale SA dari Brazil di Teluk Rubiah yang bernilai lebih RM9 bilion yang akan mula beroperasi 2014.

He said the Utara Malaysia Airport Terminal (UMAT) was part of the state’s future development for the Northern region.

“The Federal government is carrying out a detailed study as the proposed project will invite different perspectives from state governments especially from Kedah and Penang which also have airports.

“I am looking for cooperation as a new approach to the proposed project.

“If we have a new low-cost carrier airport, it will have spin off effects on other states especially Kedah and Penang which are nearer to Perak,” he said when interviewed over PerakFM in the ‘Selamat Pagi Dr Zambry’ programme.

Zambry also said the proposed terminal would be different from the Penang International Airport which was constructed solely to spur economic development not only in the state but also regionally.

“Investors would look at good opportunities and with the proposed terminal in the region it would serve as a transition for South East Asia,” he said.

Zambry also said the project was also capable of generating revenue as it would involve billions of ringgit in investment.

“There is already an airport in town which is flourishing with industries and it is also a tourist attraction. In addition, if the project becomes a reality, the influx of people moving in and out of the area would increase to about five million, annually,” he said.

On discussions with the Federal government, he said it was still on-going although there was some reservation over the model submitted.

“The Federal government is concerned that the model we submitted might have an impact on the Penang International airport, but we will continue with the discussions,” he said, adding that the state government has had discussions with Sime Darby.

The Perak Community Specialist Hospital recently celebrated the International Nurses Day with Perak Chief Minister’s wife Datin Seri Sharipah Zulkifli along with other members of the Association of the Wives of State Assemblyman and Excos of Perak (Baiduri).

Sharipah who is the association President told nurses at the hospital that their role is a crucial one as they are vital to good health care for the nation.

“Whether in a hospital, a doctor’s office or a community health centre, nurses are often the first people to meet with patients,” Sharipah said in her speech.

“Because of their expertise, they are trusted to be the frontline of our healthcare system,’ she added.
She described nursing as among the noblest of professions, whereby nurses are the faces, hearts and hands that provide life to everyone.

Sharipah said nurses should not be discouraged by any negative attitude that some people in society may perceive towards their job, but they should instead continue to provide the utmost care and affection for patients.
The hospital’s celebration was attended by 40 nurses and staffs and Sharipah later presented gifts to the nurses after which the ceremony’s highlight cake cutting was done by her.

One of the nurses Caroline Teoh, who has 30 years of experience behind her said she loves what she is doing.

“I get to care and contribute to the sick people and my biggest joy is to see my patients recover from their illnesses,” said Teoh who recently completed her Master’s Degree in Nursing.
Teoh who is attached to the Surgical Theatre of the hospital hopes to impart her knowledge of the profession to the younger generation nurses.

Meanwhile, Ariza Fattah Abdul Rahman, 45, spoke on his experience as a male nurse, saying his profession had made him a good father and husband.
“I care for my patients just like how I care for my family members,” said Ariza.
Ariza also shared his opinion on the old stereotype that nursing is a “women’s profession”
“Male nurses display more typically masculine traits than men who work in other vocations,” he said proudly.

“The stereotype may discourage men from entering the profession, but I take it as a challenge,’ he added.

However, Ariza feels people’s doubts and misgivings are gradually being erased by time.

“More boys are joining nursing schools and coming into the profession, and it’s a good sign as it makes the profession balanced,” said Ariza who has been a nurse for almost 22 years.
Premalatha Subramaniam, 34, said it has been her one and only dream to be a nurse ever since she was five years old.

“I never thought of any other profession,” said Premalatha who just completed her degree in Nursing Studies at the Open University Malaysia (OUM).
She advised young nurses to be very attentive and careful while they are attending to their patients.
“As a nurse, we should always be attentive and avoid making mistakes as we are dealing with someone’s life,” she said.

Premalatha hopes to get an opportunity to promote public education about the critical role nurses play within health care systems in the future.

International Nurses Day is observed all around the world every May 12 and it commemorates the day of Florence Nightingale’s birth.
